Ho Chi Minh City started to deploy the vaccine on a large scale from June 19, 2021. In addition to the group of people at high risk of Covid-19 infection, working in key units, this round of vaccination also focuses on the working class and enterprises in the industrial park. This shows that the Government and the Ministry of Health have been prioritizing and focusing on getting herd immunity quickly, in order to realize the dual goal of "repelling the epidemic and developing the economy" right away. in the year 2021.
This is the 2nd year we live in the context of VUCA (Volatility - Volatility, Uncertainty - Uncertainty, Complexity - Complexity, Ambiguity - Ambiguity). Businesses are also gradually getting used to the "new normal" conditions, and there are many solutions for handling and prevention for their own businesses to be able to "live with the flood".

The government promptly launched the Vaccine Fund, and very quickly many businesses joined hands. However, we need more contributions from businesses, because only in this way can it be effective for all three sides - the state, businesses and employees. Trying to find all solutions to maintain business continuity (BCP) is most important, because the Government cannot and does not have enough power to "rescue" businesses forever.

So how can we attract more businesses and distribute vaccines fairly?

After discussing with many businesses during the consulting process, we have some proposed solutions and recommendations as follows:

The government needs to have very specific, transparent and public regulations, guidelines, and streams on the conditions, responsibilities, obligations and interests of businesses prioritized to access vaccines. This will help all businesses have information to process, as all businesses have their own business plan.

It should be clarified in the vaccine support packages, how much % of the donation will be used for the businesses themselves. In this way, a lot of businesses will contribute, because they want to save them first. This is also very reasonable under the win-win model (both parties benefit).

For example, if an enterprise donates 50 billion VND, 20% will be deducted to inject for the same enterprise, equivalent to 10 billion. If each dose of vaccine is worth 200,000, that will be 50,000 doses. Each person injects 2 injections, which corresponds to 25,000 employees being injected. In addition, businesses also actively use this "quota" source to distribute to their employees and stakeholders (customers, partners, contractors, suppliers,...).

Thus, businesses also create good relationships with parties during this difficult pandemic, when revenue is seriously affected and costs cannot be reduced any further, the favor of the parties in getting the company's business. Vaccine support will be returned otherwise.

For small businesses, the Ministry of Finance should lend them money to buy and inject vaccines with 0% interest. In addition, businesses also want to get loans to pay social insurance and health insurance at 0% interest rate because the extension or postponement is no longer appropriate and effective.

Currently, the donation to the Vaccine Fund has been deducted from input costs, so businesses should boldly support. In addition, the Government and businesses should be flexible in accessing capital, which can be divided into several installments, or converted with businesses to other resources with special incentives for businesses to join hands in the donation of the vaccine fund. .

Enterprises should divide the vaccination team according to the organizational chart, and according to different groups. For example, those who directly serve production and business and come into contact with many high-risk people will be given priority to inject first. Back office objects (support team) or employees do not need to appear in person, so they should arrange to work remotely or at home (work from home, remote). This will reduce the burden on businesses, and reduce costs as well as reduce the number of people who have to vaccinate for the first batch. When the vaccine supply is larger, it will be deployed to the next subjects.

Vaccination does not have to stop at one year, but also lasts for many years after that, so businesses and the Government should have direct and effective discussions so that businesses with capacity and relationships can find vaccine supplies. in the long term.

In addition, businesses should digitally transform and apply technology to optimize businesses, streamline businesses and reduce the burden and pressure of vaccines on the Government.

Currently the supply is scarce all over the world, so we need smarter and more efficient solutions.

The government should clearly classify risk management priorities with high-risk areas and economic risk levels. In particular, for high-risk areas, priority can be considered in the order of priority given to epidemic areas, where there is a possibility of large outbreaks, and then to high-risk areas. short.

Regarding the level of economic risk, priority should be given to large industrial parks, enterprises producing and trading essential goods, large enterprises with more than 500 employees, and then small enterprises. and medium-sized enterprises in small industrial zones and finally in small businesses and households.
